As stated before, the search engines don’t disclose what their ranking methods are, but I feel it is getting harder for website owners to obtain a good amount of links going back to their website. I don’t think the search engines look at reciprocal linking and buying links the same way as they did in the past. I believe that the search engines are looking for more quality links that go back to your website and that is why this linking process can be a bit difficult.
I think search engines are going more for the high grade of excellence when it comes to linking. Keep in mind that your SEO plan should be something that is long term. This is why you need to keep up a good practice of getting backlinks.

The next important step is to put the main keyword in your title and description of your meta tags. These two steps alone are the main factors one person needs to do to obtain high web rankings. Another important factor you’ll want to consider when getting back links for your web rankings is to not get a whole bunch at one time. Be regular and steady.
